Oregon Constitutional Lawsuit Update
Reviewing the first year of litigation, the surviving plaintiffs, and the path toward summary judgment — while preparing to launch our next constitutional campaign in Colorado.

On January 15, we filed the Third Amended Complaint, which now proceeds with the two surviving plaintiffs as well as an additional plaintiff who was circumcised after Oregon’s 1999 anti-FGM law went into effect.
Counsel for the plaintiffs, Eric Clopper and Lake Perriguey, are now in communication with counsel for the State of Oregon to determine which facts can be stipulated to by the parties. Those agreed facts will help frame the cross-motions for summary judgment that we expect to be filed and heard in approximately August, with a hearing date forthcoming.
The next phase of this case is critical. Rather than focusing only on pleading-stage issues, the court will be asked to decide the constitutional merits of whether Oregon may continue to protect some children from medically unnecessary genital cutting while denying the same protection to others.
We remain optimistic about the path ahead and deeply grateful for the support that has brought us this far. This litigation is not only about Oregon. It is about establishing a repeatable constitutional framework that can be used to expand equal protection for children across the United States.
Most excitingly, this coming Sunday, March 22, we will launch our next constitutional campaign in Colorado. Alongside that launch, we will release a new GoFundMe video to fund the initial expenses of the campaign.
